A new long-term Waste Strategy for 2025–2035 is set to be presented to Walsall Council’s Cabinet for approval on 10 December 2025, outlining a clear vision for modern, sustainable waste services across the borough.
The strategy sets out how Walsall will improve recycling rates, reduce environmental impact and support its wider ambition to become carbon net zero by 2041. It also ensures the council continues to meet its legal responsibilities for safe and effective waste collection and disposal, while responding to changing national requirements, population growth and rising expectations from residents.
“ This strategy provides a clear direction for the next decade and will ensure that Walsall’s waste services remain modern, cost-effective and environmentally responsible.
“In the paper, we set out how we can raise recycling levels, reduce waste, end reliance on landfill and help residents live cleaner, greener lives.
“If approved, the strategy will put Walsall on a strong path toward its 2041 net zero commitment and allow us to continue to deliver excellent services across the borough. “

The proposed strategy is built around five key priorities:
- Preventing and reducing waste through education and behaviour change
- Increasing re-use and recycling, with a target of 65% by 2035
- Recovering value from unavoidable waste
- Ending reliance on landfill by 2035
- Strengthening community engagement across residents, schools and businesses
To help shape the strategy, a borough-wide consultation took place between June and August 2025, giving residents the opportunity to share their views and inform the final proposals.
If approved, delivery will be overseen by a dedicated Waste Programme Board, with annual reporting in place to ensure progress, transparency and continuous improvement.
